  1. In August, buyers paid Intel $95 a share for about $23 billion of new stock. Its chief executive's family trust bought about $10 million of it.
  2. On Oct. 30, after Intel forecast less fourth-quarter revenue than it made in the third, the stock traded near $64 that afternoon. That is about a third below what August's buyers paid.
  3. Not everyone is behind. The government got its 2025 stake for about $20 a share, and it is still worth about three times that, Yahoo Finance reported.
  4. Rep. Nancy Pelosi's spouse bought Intel shares and call options in May and July, when Intel closed at $114.68 and $92.32, her filings show.
  5. Intel books a gain when its stock falls, since shares it holds in escrow for the government lose value. Last quarter: $1.0 billion. Nine months, as the stock rose: a $12.6 billion net loss.

The fall: Intel's stock traded at $63.91 at 2:10 p.m. Eastern on Oct. 30, down 30.6% from the day before.KeyVex That put it on pace for its worst day since July 1974, Yahoo Finance reported.Yahoo Finance It was a bigger drop than any full day in KeyVex's Intel closes, which go back to 1980.KeyVex After the market closed on Oct. 29, Intel forecast fourth-quarter revenue of $15.0 billion to $16.0 billion, below the $16.5 billion it made in the third.Q3 release

The buyers: Less than three months earlier, Intel had sold new stock at $95.00 a share. It announced a $15 billion sale on Aug. 10 and ended up selling about $23 billion.8-KRelease Chief executive Lip-Bu Tan's family trust bought 105,263 shares in the sale, about $10 million, his Form 4 shows. That is the filing officers make when they trade their company's stock.Form 4

Why it matters: At $63.91, each of those $95.00 shares had lost about a third of its value, by KeyVex's math.KeyVex The US government, which got its stake in 2025 for about $20 a share, was still ahead, Yahoo Finance reported.8-K 2025Yahoo Finance

What Intel said, in August and in October

When it announced the sale, Intel said: "Customers continue to signal a strong and sustainable demand environment, driven by unprecedented investment in AI compute."Release It sold 210.5 million shares, and the banks running the sale then took their full option for 31.6 million more.8-K Its prospectus said the money would go to "general corporate purposes," which it said may include capital spending and working capital. It also said Tan and a family member had agreed to buy $12 million of the shares.Prospectus

On Oct. 29, Tan said that "despite near-term headwinds across the PC industry, demand for our CPUs remains robust." Chief financial officer David Zinsner said third-quarter revenue topped Intel's own forecast, with its "strongest data center revenue growth in 15 years." He also said Intel sees "the PC slowdown continuing at least through the first half of next year."Q3 release Intel's 10-Q, filed that evening, says a mid-October accident that halted its plant in Israel will hurt results in the fourth quarter and through the first half of 2027. KeyVex reported on it earlier on Oct. 30.10-Q

The government is still ahead

In August 2025, Intel agreed to give the Commerce Department up to 433.3 million shares in return for $8.9 billion of federal funding, its filing shows. Part of it sits in escrow, released as payments come in.8-K 2025 The fall cut more than $10 billion from the value of the government's stake, which is still worth about three times what it paid, Yahoo Finance reported.Yahoo Finance

Intel counts the 132 million shares still in escrow as a liability. When its stock falls, that liability shrinks and Intel books a gain: $1.0 billion in the third quarter, its 10-Q says. As the stock rose earlier in the year, the same accounting cost it more: a $12.6 billion net loss over the first nine months.10-Q "We expect to recognize further such gains or losses in future periods," the filing says.10-Q

Also in the filings

Not tied to the forecast: a stockholder sued Intel's directors and the Commerce Department in March 2026, claiming the government deal was unlawful and seeking to invalidate it. The case moved to federal court in April, and the defendants asked in May for it to be dismissed, Intel's 10-Q says.10-Q

How we got these numbers

  • Prices are closes as traded, not adjusted for dividends. The Oct. 30 figure is a live quote, the IEX last sale via Tiingo at 2:10 p.m. Eastern ($63.905, shown as $63.91), not a close; the move is against the Oct. 29 close of $92.07 (-30.59%). It is 32.7% below the $95.00 offering price. The year's change is from the Dec. 31, 2025 close of $36.90 (+73.2%). The S&P 500 and Nasdaq 100 lines follow SPY and QQQ, also as traded, rebased. The Filings switch shows the filing markers from KeyVex's Intel stock page, a selection of congressional trades, insider sales, Form 144 notices, 8-Ks and lobbying filings: not every filing, and not only those tied to this story.
  • The August sale: 210,526,315 shares plus 31,578,947 option shares, 242,105,262 in all, at $95.00, or about $23.0 billion before fees; the prospectus put net proceeds at about $22.62 billion with the option. Tan's purchase: 105,263 shares at $95.00, $9,999,985, held by a family trust. The prospectus said Tan and a family member agreed to buy $12 million; the Form 4 covers the trust's shares.
  • Report-day moves: for each Intel 8-K under Item 2.02 (results) from Jan. 25, 2024 to July 23, 2026, the close on the filing day against the next trading day's close. The 1980 comparison uses every INTC close in KeyVex's data from March 17, 1980 to Oct. 29, 2026 (11,751 closes), adjusting only for stock splits on their effective days; Aug. 2, 2024 (-26.06%) is the largest one-day fall. The 1974 comparison is Yahoo Finance's.
  • Congressional trades are KeyVex's records of periodic transaction reports with 2026 transaction dates; the three Pelosi rows were checked against the filings themselves. A call option with a $50 strike gives the right to buy at $50 a share before it expires. The government's purchase price ($20.47) and the value of its stake are Yahoo Finance's figures; Intel's 8-K sets the escrowed shares' release at $20.00 a share.
